Pakistan Moves Troops Toward Indian Border, Further Raising Regional Tensions

(RFE/RL) -- Pakistan has reportedly moved thousands of troops from the Afghan border in the northwest toward the Indian frontier.

The United States has urged both sides to refrain from raising tensions “in an already tense situation."

Although Pakistani officials insist the troop redeployment is no more than a minimum defensive measure, the move is seen as a sign of rising tensions between the two nuclear-armed neighbors.

India blames Pakistani militants for the deadly attacks in Mumbai last month, which left more than 170 people dead.

Pakistan has demanded that India back its claim with proper evidence.

Pakistan Prime Minister Yousuf Raza Gilani reiterated that his country does not want war with its neighbor but is prepared to defend itself from aggression.

'Fully Prepared'

Speaking at a ceremony to mark the anniversary of the murder of former Prime Minister Benazir Bhutto, Gilani said friendly countries “are trying their best to persuade India so as to avoid any aggression” and “misadventure.”

News agencies quote unnamed Pakistani intelligence officials as saying the troop movement began December 25 with soldiers being redeployed from Waziristan to the towns of Kasur and Sialkot near the Indian border.

The military reportedly plans to shift a total of 20,000 soldiers from the tribal area widely known as a hotbed for Taliban, Al-Qaeda, and other militants.

Any major shift of troops from the volatile area could harm the ongoing, U.S.-backed campaign against terrorism, analysts say.

However, a senior security official in Islamabad has played down the scale and any possible impact of the troop redeployment on the war on terror, saying a limited number of soldiers had been pulled out from “snowbound areas and areas where operations are not being conducted.”

Pakistan’s move follows regional media reports that a number of Indian nationals had been arrested this week after bombings in the Pakistani cities of Lahore and Multan.

On December 26, India advised its citizens against traveling to Pakistan.

'Already Tense Times'


The United States has urged the two neighbors to avoid the further escalation of tensions. U.S. National Security Council spokesman Gordon Johndroe said Washington hopes that “both sides will avoid taking steps that will unnecessarily raise tensions during these already tense times.”

Johndroe added that the United States would continue to be in close contact with India and Pakistan to urge closer cooperation in investigating the Mumbai attacks and in fighting terrorism generally.

The two South Asian neighbors have fought three wars since their independence from Britain in 1947. They came to the brink of another war in December 2001 after gunmen attacked the Indian parliament.

Although their relations have deteriorated after the Mumbai bloodshed, both India and Pakistan have said they want to avoid any military conflict over the terrorist attacks.

India has not waged an offensive war on any country in its entire history dating back to thousand of years, and neither it is at war with any of its neighbors as said in one of the comments. People of Nepal and Bangladesh share a common ethnic identity with their neighboring Indian provinces and our mutual relations are better than ever.

There has been no mobilization of the Indian troops so Pakistan's claim that their move is a defensive one cannot be backed.

The claim that that Indian troops are responsible for 'cracker fires' in Indian territory itself is laughable, there has never been any such incident.

Furthermore if Pakistan feels that Indian Intelligence is responsible for terror strikes in Pakistani territory then why don't they say this openly before the world community and back it up with evidence as India is doing ?!

India has nothing to do with racism and it is one of the most liberal countries of the world.

I am a devout Muslim and I would like to stay in India rather an any other country (especially Pakistan), as far as the Human Rights and Equality before Justice are concerned.

Interesting comments arround. One very interesting thing, India is the only country in the region which has wars with all of its neighbours... Wow... Gr8.India playing its politics in nepal, Bangladesh. India at no cost can afford the war at this stage, it would be their biggest mistake to jump into. India should look into itself where it is playing its part in Afghanistan and Balochistan. Indian intelligence is responsible for all terrorist attacks in Balochistan and NWFP. If a cracker fires in India, Indian media starts pointing to pakistan and wat comes out at the end is Indians own army man. One of the world's top rated racist country where there are no equal rights for all the people. India has no proof wat so ever ragarding Mumbai Attacks, though they deserve it after all wat India is doing in NWFP and Balochistan.

Never than less Pakistan is in full control of military group organisation, those help pakistan financialy and manpower, so why pakistan govt. take action against them as they know they are back bone of pakistan, Pakistan is not wealthy country but becoming wealthy due to keeping main militry group leaders like Osama, Daud and many more to earn for pakistan and pakinstan govt. never realise world peace process may harm their plains. Sorry for US govt. as they are just acting against pakistan to show off as they are the main culprits for not maintaining world peace process, they just shw off thats all.Pakistan is giving shelter to Osama bil Laden why they are destroying Afganistan country they dont know the fact. Fool US Govt. please dont attack on innocent country for other benefits main country if you are really know the meaning of peace process start from Pakistan and send your amry to pakistan you will definately find osama not in others country for other benefits. stop showing off and act be like good fair govt. many people knows about fact just only Fools are showing off and trying to being a over smart.US govt. talk to much but no relevant actions.Shame

wow.....what a propaganda agaisnt Pakistan..one side U.S and other Fool India. US wants to keep the troops with Afghan border and let and Let India Strike in Pakistan.. ok.....so Why on Earth US Forces are in Afghanistan becasue of 9/11, and US wants from Pakistan to forget about their own mother land and give them a backup to hold Taliban. Why dont US do the both jobs to patrol the Afghan border and hold them on their side. why US needs Pak Army for, now time has come that a mad dog is barking infornt of our house and threating to bite so Pak army need to stop that dog. if dog will step forwared in his madness to bite then shoot to kill is our basic right to defend. Good luck India and US.

Saadi.India should learn from the past.The birth of Pakistan was marked with a massive exchange of human population from either side and the tragidy unparallel in human history.The making of Pakistan itself was unnatural based on hatred and compultion.Tereby Pak continues to promote and propagate hate campaign against India and crippple India's economy,integrity internal peace and sovereignty. Pakistan is like a rudderless ship causing ripples all around.Pak sponsored terrorism aimed at crippling India is a greater threat to the world peace.The world community should realise and tame this menace before it is too late.India should learn from the past three unprovoked invasions by pakistan.If India has to survive as a strong nation it should learn to defend itself..For "He who does not defend himself perishes"

Pakistan will not act but only react. First it will let loose its terrorists on neighbouring countries..and declare them as non state actors. Then they will oppose any military action against them by mobilizing forces..backed up by nuclear weapons. We have entered a world of terrorism backed up by nuclear weapons.What if the non state actors get hold of some nuclear weapons or material...

Pakistan wss never serious in the issue of eradicating terror from their own soil. In fact they encourage such activity around the border also, for last so many decades they thrived upon such activity because different countries were using Pakistan for their own benefit for which Pakistan used to get monitory help. Military & politicians in Pakistan has over a period of time developed two faces to show it to the world and such policy unitedly is not condemned by all countries. This attitude not only Pakistan exploits but terrorist groups also benefit from Pakistan's policy.

I am apprehensive about the role of USA in easing the tension between India & Pakistan ,the situation which have been aggravated by them(USA)only.They were first to react and now when the time have come to actually react,USA have been passive.
I strongly believe what the only nation who can be benifited from the INDO-PAK war is USA both financially and politically
