Council Of Europe Head Tells Macedonia To Be Vigilant On Human Rights --> (RFE/RL) 14 November 2005 -- Council of Europe Secretary-General Terry Davis today congratulated Macedonia for making progress in its bid to join the European Union.

His comments to the Macedonian parliament today follow the European Commission's recommendation on 9 November that EU governments formally declare Macedonia a candidate for membership at a summit in December.

But Davis said Macedonia must stay alert to ensure that human rights are observed.

He said the model of political development he would recommend is one based on "permanent vigilance" in respect of basic principles of democracy, human rights, tolerance, social cohesion, and the rule of law.

He said no country is immune from crisis, as Macedonia would recall from its period of ethnic violence in 2001.
