Russian Duma Preparing Draft Resolution On Chechen Fighter Amnesty


Moscow, April 23 (RFE/RL) - The Russian State Duma is reported preparing a draft resolution on granting amnesty to Chechen fighters found innocent of serious crimes. Our correspondent in Moscow quotes Duma deputies as saying the draft is still under consideration in the Russian lower house of parliament. The legislators offered no other details but said the amnesty would be announced following an investigation carried out by the prosecutor general's office as well as by military investigators.

The amnesty was first mentioned by President Boris Yeltsin last month as he unveiled elements of his peace plan for the region. But Prime Minister Viktor Chernomyrdin has said "all bandits in Chechnya will be punished."
