Azerbaijan: Former Russian Envoy Optimistic on Nagorno-Karabakh


Stepanakert, August 1 (RFE/RL) -- Favorable conditions for a permanent settlement of the Nagorno-Karabakh conflict have appeared recently, says the former Russian envoy at talks.

Interfax news agency quotes Vladimir Kazimirov commenting yesterday on arrival in Stepanakert to introduce his successor, Yuri Yukalov, to the enclave's leadership.

Kazimirov noted several moves to mitigate tension have occurred since bloodshed in the conflict between Azerbaijan and ethnic Armenians over the enclave ended more than two years ago.

However, Kazimirov said the chance for a complete settlement of the dispute depends on the conflicting sides. He said further reciprocal concessions will have to be made.
