President Reshuffles Ministers, Creates New Ministries


Astana, 28 August 2002 (RFE/RL) -- Kazakh President Nursultan Nazarbaev today reshuffled some cabinet posts and signed decrees creating two new ministries. Zeinulla Kakimzhanov, formerly the minister of state revenues, was appointed minister of finance and state revenues, a new ministry that combines two formerly separate ministries.

Aleksandr Pavlov, who was finance minister, was named first deputy prime minister.

Another decree established a Ministry of Economy and Budget Planning, which is based on the now-defunct Economy Ministry.

First Deputy Finance Minister Kairat Kelimbetov was named to head the new ministry, which will be responsible for planning the budget, while the Finance Ministry is responsible for implementing it.

In another change, the Ministry of Economy and Trade was renamed the Ministry of Industry and Trade, of which Mazhit Esembaev remains the head.
