Afghanistan: NATO Says Security In Kabul Depends On Provinces

Kabul, 21 October 2003 (RFE/RL) -- The commander of the NATO-led International Security and Assistance Force (ISAF) in Afghanistan said today that instability in Kabul is inevitable if security challenges are not met in the provinces. General Goetz Gliemeroth of Germany, the current commander of ISAF, said better security in Afghanistan's provinces is vital to security in Kabul.

Fugitive Taliban fighters have staged attacks in the south and southeastern parts of Afghanistan in recent months.

Also today, former Taliban Foreign Minister Wakil Ahmed Mutawakil said he and other former Taliban officials are willing to give their support to the government of Hamid Karzai.

Jawed Ludin, a spokesman for Karzai, said Mutawakil sent a letter to Karzai from his home in Kandahar making the offer.
