Ukrainian President Viktor Yanukovych has told protesters against proposed tax reforms that he may veto the measures.
Visiting the protesters' encampment in Kyiv, he said, "There is a big probability of a veto. We will consider these questions together."
The hundreds of protesters camped in central Independence Square say the tax measure would hurt small- and medium-sized businesses while reducing the tax burden on big companies.
Changes planned by the tax legislation include doubled business operations fees in most major cities and obligatory payments into the national pension fund by small companies.
