Prosecutors' office spokesman Boris Grubesic said Hasan Hakalovic, 62, had been detained because did not take measures to punish the perpetrators of the murders, who were under his command.
The killing of 19 civilians and three captive Croatian soldiers took place in April 1993, in the village of Trusina, near the southern town of Konjic.
According to the prosecution, members of two Muslim-led Bosnian Army brigades, one of which was commanded by Hakalovic, were responsible for the killings.
