Forget about royals, Rothschilds, or others bluebloods. Knock bankers and industrialists down a peg. Foreigners occupy the top three spots on the list of Britain's richest people, with Uzbek-born Alisher Usmanov among them.

Usmanov's made his fortune in steel, telecoms, and stocks, and his estimated wealth of more than 12.4 billion pounds ($20 billion) places him second on the list, trailing only Indian steel magnate Lakshmi Mittal's 17.5 billion pounds. The third is Russian oil tycoon Roman Abramovich.

That's according to the "Sunday Times" list published in London last weekend.

On a global scale, Usmanov recently ranked 35th on the "Forbes" 2011 list of billionaires.

The 57-year-old tycoon was born in the eastern province of Namangan, in the Ferghana Valley, but later become a Russian citizen. In Central Asia, Usmanov is better known as an oligarch who's a major shareholder of a British soccer club, London's Arsenal.
