It may have been a tempest in a teacup, but when Milorad Dodik, the
prime minister of the Republika Srpska, the Serbian entity in
Bosnia-Herzegovina, appeared at a Zagreb gathering and offered
"protection" to Croatian Serbs, he resurrected some unwelcome memories. More
