It's Solana's latest stop on a Middle East tour to defuse the row over caricatures of the Prophet Muhammad.
On 14 February in Cairo, Solana said the dispute over the cartoons should not be allowed to divide Europe from the Muslim world.
Arab League Secretary-General Amr Moussa told Solana safeguards must be put in place to prevent such incidents from repeating in the future.
The European Parliament is also scheduled to debate the cartoon row today.
Meanwhile, the Iranian Embassy in Berlin has complained to a German newspaper that published a "disgusting and abhorrent" cartoon portraying Iranian soccer players as suicide bombers.
