The State Duma statement says all decisions made by the international court since its creation "testify to a high degree of politicization and bias." It also says "double standards have become the norm" at the tribunal and that the court has proved "useless."
The statement follows the sudden death on March 11 of former Yugoslav president Slobodan Milosevic.
Milosevic -- in custody since 2001 facing charges of crimes against humanity and genocide -- was found dead in his cell at the tribunal in The Hague. An autopsy later revealed he suffered a heart attack.
