The 15-nation UN Security Council is expected to vote on the document next week, but a date has not been set.
News agencies said that, according to a copy of the text they obtained, the proposal includes a ban on Iranian arms exports, an assets freeze on individuals and firms involved in Tehran's nuclear and ballistic-missile programs, and a call to nations and institutions to bar new grants or loans.
The council in December banned exports of nuclear-related material and technology to Iran.
Enriched uranium can be used in nuclear bombs or to generate electricity. Iran says its program is entirely peaceful and has ruled out suspending enrichment.
