April 28, 2007 -- European Commission President Jose Manuel Barroso has expressed disappointment over Russia's decision to halt participation in a European arms-control treaty.

The European Union's top executive, speaking April 27 at United Nations headquarters in New York, said Moscow's decision on the Conventional Forces in Europe (CFE) treaty is "not the most helpful" for the EU's relations with Russia.

President Vladimir Putin this week announced that Russia is suspending its compliance with its CFE treaty obligations amid tensions with the U.S. over Washington's plans to deploy a missile-defense system in Poland and the Czech Republic.
