Putin nominated Zubkov on September 12 after accepting the resignation of Mikhail Fradkov, who had headed the cabinet since 2004.
When asked about a possible presidential bid, Zubkov today told reporters that he does not rule out that possibility, "if I achieve something as prime minister."
Putin is constitutionally barred from seeking a third consecutive term.
Zubkov, who met with lawmakers today also suggested he is planning changes to the line-up of his cabinet.
"I believe the current structure of the government is imperfect, and the administrative reform has not been carried out efficiently, so there will definitely be structural changes. And we will also take a close look at the personnel," Zubkov said.
The State Duma, the lower house of parliament, is expected to approve Zubkov on September 14.
