Azerbaijan: Council of Europe Commissioner for Human Rights Nils Muiznieks and OSCE Representative for Media Freedom Dunja Mijatovic visit Baku.

Balkans: Tirana hosts the EU-Western Balkans ministerial meeting (to November 6).

EU/Ukraine: European Policy Center hosts a discussion titled "Ukraine’s parliamentary elections and EU-Ukraine relations, where to next?" in Brussels.
