July 12, 2006 -- The foreign minister of Finland, which currently holds the rotating EU Presidency, says Ukraine is in a "sorry state" as it grapples with a political crisis.
Erkki Tuomioja told the European Parliament that Ukraine, which has been without a full-fledged government since inconclusive elections in March, was making it more difficult for the European Union to engage with the country.
