Putin arrived in the Malaysian capital for the first Russia-ASEAN summit, holding inaugural summit talks with his ASEAN counterparts for about 90 minutes.

The meeting ended with the signing of a declaration of a "comprehensive partnership" between Russia and ASEAN states, along with an outline for their joint activities over the next 10 years.

The declaration covers a wide ranging action plan, which includes initiatives on stimulating wealth and fighting terrorism.

Earlier, Putin and Chinese Prime Minister Wen Jiabao met and agreed to work together on eliminating the damage from a toxic spill in a river in China that is now floating to the Russian border.
