Nesipkul Bertisbaev, an official at the Kazakh Energy and Mineral Resources Ministry, said Kazakh Prime Minister Daniyal Akhmetov is heading a working group that will analyze aspects of the project.

During the Soviet era, Kazakhstan was home to one of the world's largest nuclear arsenals and to a nuclear test ground, at Semipalatinsk. It became a non-nuclear state after it gained independence in 1991.
