North Korea's Foreign Ministry said it was monitoring U.S. actions and would take appropriate measures.

The Foreign Ministry also denounced the UN resolution, which North Korea regards as "a declaration of war."

The UN resolution passed on October 15 bans the sale of major arms to North Korea and orders the inspection of cargo to and from the country.

North Korea's response to the sanctions comes as reports indicate the country could be preparing to conduct a second nuclear test; after North Korea said it conducted an underground test last week.
