Armenia-Azerbaijan Summit Proposed

November 15, 2006 (RFE/RL) -- Azerbaijani Foreign Minister Elmar Mammadyarov says the Azerbaijani and Armenian presidents, Ilham Aliyev and Robert Kocharian, could meet soon for talks aimed at resolving the conflict over the disputed Nagorno-Karabakh territory.


Mammadyarov, who met with his Armenian counterpart on November 14 in Brussels, said international mediators of the OSCE Minsk group have backed a possible meeting of the presidents on the sidelines of a Commonwealth of Independent States summit at the end of this month in the Belarus capital, Minsk -- but no meeting has yet been confirmed.

SECURITY SLIPPING AWAY?: On May 25, RFE/RL's Prague broadcasting center hosted a talk by RICHARD GIRAGOSIAN titled, "The Military Balance In The South Caucasus And Nagorno-Karabakh." Giragosian, a Washington-based analyst of international relations in the former Soviet Union, concentrated on the military balance between Armenia and Azerbaijan as the two countries continue to increase defense spending. Girogosian argued that corruption is the main threat to the national security of both countries. He also commented on other security issues in the South Caucasus, Iran, elsewhere.
