Al-Maliki, speaking in the northern Kurdish city of Irbil, said the national and the leadership of the autonomous Kurdish region were united in refusing to let Iraq be used as a base to harm neighboring countries and called for diplomacy to resolve problems.

In recent weeks, Turkey has publicly discussed the possibility of sending troops to confront Kurdish separatist rebels in neighboring Iraq.
