OSCE Chairman Sees Progress On Karabakh

June 5, 2007 (RFE/RL) -- The Organization for Security and Cooperation in Europe (OSCE) has called on Armenia and Azerbaijan to look at the future of Nagorno-Karabakh with "hope and enthusiasm."


OSCE Chairman in Office Spanish Foreign Minister Miguel Angel Moratinos told a news conference in the Armenian capital, Yerevan, that both countries have made real progress toward a peaceful settlement of their dispute over the region.


He also praised Armenia for improving elections standards during the May parliamentary poll. Moratinos was in Azerbaijan on June 4.

A Precarious Balance

SECURITY SLIPPING AWAY?: On May 25, RFE/RL's Prague broadcasting center hosted a talk by RICHARD GIRAGOSIAN titled, "The Military Balance In The South Caucasus And Nagorno-Karabakh." Giragosian, a Washington-based analyst of international relations in the former Soviet Union, concentrated on the military balance between Armenia and Azerbaijan as the two countries continue to increase defense spending. Girogosian argued that corruption is the main threat to the national security of both countries. He also commented on other security issues in the South Caucasus, Iran, elsewhere.
