Republika Srpska Prime Minister Milorad Dodik wants to end international supervision of Bosnia

WASHINGTON -- The government of Bosnia's Serb entity, the Republika Srpska, has launched a two-pronged diplomatic offensive aimed at sending an unmistakable message to the international community: stay out of Bosnia's internal affairs.
 

Banja Luka sent envoys this week to Washington to deliver that message to officials in Congress. And on November 5, Russian Foreign Minister Sergei Lavrov made a one-day visit to Bosnia-Herzegovina to voice support for the Republika Srpska's drive to eliminate the Office of the High Representative, the international oversight post tasked with supervising the 1995 Dayton peace agreement that ended the Bosnian war.


Speaking at a news conference after meeting with Bosnia's Foreign Minister Sven Alkalaj, Lavrov said the time has come to let Bosnians run their own country without outside interference.


"The election of Bosnia to the [UN] Security Council [in October] makes especially relevant the issue of Bosnians taking the fate of their country in their own hands, so they can finally rid themselves of outside supervision," Lavrov said.

"And in this regard, Russia, as an active member of the Peace Implementation Council, supports the rapid transformation of the Office of the High Representative to the office or the mission of a special representative of the EU," he added.


Unmet Benchmarks

The era of international control over Bosnia-Herzegovina began in 1995, at the end of the three-year Bosnian war, with the establishment of the Office of the High Representative (OHR).


The OHR was charged with overseeing implementation of Dayton until the country was deemed stable, democratic, and politically capable of assuming control of its own affairs. The current high representative is Valentin Inzko, an Austrian diplomat.


In February 2007, the 55-member Peace Implementation Council, which oversees the work of the OHR, decided that Bosnia had progressed enough to allow the OHR to end its work within 18 months.


But one year later, a review of Bosnia's progress led to another decision: to extend the OHR's mandate until additional reform benchmarks and conditions were met.


That has proved an elusive goal for the fragile multiethnic state. With the country divided into two sparring entities -- the Republika Srpska and the Muslim-Croat Federation -- and run by an awkward postwar tripartite governing structure, accord in key areas like state property rights and constitutional reform has been all but impossible.


The Muslim-Croat Federation is aligned with the desire of the EU and United States to keep the OHR open and centralize the country's institutions. But Bosnian Serbs, who are seen as more loyal to neighboring Serbia than their own central government in Sarajevo, want more autonomy and have rejected the push for further consolidation.

Milorad Dodik, the prime minister of Republika Srpska, has repeatedly called for the OHR's closure, and has threatened to hold a referendum on seceding from Bosnia.


On November 5, Dodik got a show of support from a powerful ally in the form of Lavrov's visit. The Russian foreign minister said closing the OHR is "long overdue:"


"It is only logical to terminate as soon as possible the mandate of the high representative and the so-called 'Bonn authority,' which have already become an obstacle to the strengthening of Bosnian statehood," he said.


Lavrov's comments were all the more significant coming from Sarajevo, rather than Banja Luka, the Republika Srpska capital.


Washington PR Push

The OHR's fate is due to be discussed on November 18 in Sarajevo at a meeting of the Peace Implementation Council, of which the United States and Russia are both members.

Meanwhile, in Washington, a delegation of Republika Srpska officials is making the rounds on Capitol Hill to press the case that Bosnia is capable of self-government.


It will be an uphill battle. The feeling in Washington among many in Congress and at influential policy groups and NGOs is quite the opposite: that unless the United States recommits to helping steer Bosnia's development toward EU and NATO integration, the country will continue to slide backwards into nationalistic divisions and potentially, another conflict.


One member of the Bosnian Serb delegation, Gordan Milosevic, who is Dodik's foreign-policy adviser, told RFE/RL that that view is "false."


"We are hostages of a fraud, basically, in terms of how the international public is persuaded about what the real situation in Bosnia is. It's a false impression that you're getting here," he said.


Milosevic -- no relation to former Yugoslav President Slobodan Milosevic -- says he and his fellow Bosnian Serbs came to Washington to reassure the Americans that Bosnia is doing just fine, and to tell them that no further help is needed.


As for the Office of the High Representative, Milosevic says the post is "the biggest thing preventing Bosnia and Herzegovina applying for [EU] candidate status."


"There is no reason for OHR to be there. Bosnia-Herzegovina is out of the Dayton phase. It's approaching the Brussels phase. And it needs a special representative of the European Union," he said.

Milosevic added that Bosnia "doesn't need an international protector who imposes laws, replaces elected officials, and such things, and even imposes amendments to the constitution. That is unacceptable. That era in Bosnia is over. It will not come back. And Mr. Inzko and his staff, they need to be aware of that fact. Unfortunately, some of them are not. And they are presenting the situation as such in order to have a justification for staying there [longer]." 
 

He also said that what the EU and United States want for Bosnia -- to move toward membership in the EU and NATO -- is also what the Republika Srpska wants.


U.S. Misrepresented

The Republika Srpska delegation's message wasn't well received by at least one group it met with in Washington: the Commission on Security and Cooperation in Europe, also known as the U.S. Helsinki Commission.
 

A few hours after the meeting, the chairman of the commission, Senator Benjamin Cardin (Democrat, Maryland) issued a statement that said his position in the meeting with the Bosnian Serbs had been "inaccurately summarized" on the website of the Banja Luka government.
 

Cardin set the record straight: "Constitutional reform is essential to creating a functional Bosnian state, and Bosnia's domestic political leaders need to find agreement on what this reform entails. This is the essence of what I said to the visiting delegation, with the additional expression of hope that the United States remains actively engaged in the effort."
 

He added, "If, and only if, the government of Republika Srpska shares this view that constitutional reform is key to Bosnia's progress, can they claim I support its position."

Just you wait until the Bosniaks will be the majority in Bosnia which will be in about 10 scant years and what are you going to do about it then? besides that Srebrenica was NEVER Serb and it would be the greatest injustice if the people who expelled the origional inhabitants from it are going to keep it.
Bosniaks had to get away from Milosevic or he would have slaughtered them.
Bosniaks have NOT recognized an independent "RS" at Dayton. They were FORCED to, but they haven't signed away half their country. The Munich, er, Dayton armistice does not allow for partition of the country.
Bosnian serbs would not leave the Bosniaks in peace even if the Bosniaks submitted to their evil scheme. Don't I hear Serbs still say "revenge on the Turks?" So I would not trust them a millimeter. Every single thing they have shown and continue to show the Bosniaks is malice, mistrust and hatred.
And everybody who approves of what Karadzic did is as guilty as him. "RS" is Karadzic's brain child, and all those in it who say that it was right and justz to kill and expel teh Bosniaks (about 99. 99% of them I presume) are liottle Karadzics themselves, and Dodik is just Karadzic by other means. All Serbs are Karadzic and Mladic, at least all those who say they're heroes. And that's a large majority, and all of your clergy too.
And the more radical among Muslims would not hate the West so much if the West had not acquiesced in the slaughter of the Bosniaks, and only after 100.000 (by the most consrvativbe estimates) had been killed, and only after srebrenica had happened got themselves around to do something. All the time before, with their arms embargo they had stabbed the Bosniaks in the back.
The Serbs found it all right to "take revenge on the Turks". Well, if teh Serbs withthe right of the "stronger" take Eastern Bosnia as a war booty, some day the Bosniaks will pay them back. With interestes. And if it is in 1000 years.
And I for one don't want ANYTHING to have to do with "RS". I don't want to go there, I don't want to spend my money there, I don't want to shake hands nor to talk with its inhabitants, I don't want my daughter to marry a man from there, and I don't want nobody from there to come visit me in my house or in my hometown. I don't want to work with anybody from there, I don't want to sit at a table with someone from there. I don't want ANYTHING to do with people who are declared enemies of my Bosniak brethren.

You are wrong Abdula, Republic of Srpska was recognized by Everyone including the Bosniaks themselves in Dayton 1995 as an Entity in Bosnia & Herzegovina. Republic Of Srpska is not Karazic, Dodik or even Tadic . Republic Of Srpska is people who want to live in freedom on their land which has been theirs forever whether that be in BiH as an Entity or as an Independent Nation. You Have to realize what i said BOSNIA IS NOT A MUSLIM COUNTRY NOR DOES IT ONLY BELONG TO THE BOSNIAKS ONLY . As for the war, war was happening on all three sides and between all three Nationalities in BiH. Bottom line is the BiH that Alija and the Bosniaks wanted only run by then was not acceptable in 1992 nor is it acceptable now

"RS" was not created "democratically" but on GENOCIDE!
And if I do not subscribe (yet) to the viewpoint "Srbe na vrbe" then only as long as tehre aer Serbs liek Cedomir Jovanovic and Sonja Biserko around who distance themselves from the genocidal anti-serb crusade. But if most Serbs continue to say that it was right of them to decimate the Bosniaks and to fence them in, and to keep the spoils of war, and if that evil, racist, bigot, xenophobic viewpoint is what the majority of Serbs think, if foreigners in serbia continue to be attacked for being foreigners, then I can only say that you a re one wretched, sick, evil, accursed nation and the world should shun you. Then you can go sulk with your Russian friends who may have the lartgest country on Earth but besides that they don't amount to much. And I will of course change my ideas about "Srbe na...you know the rest.

I know exactly how you guys are ticking, and I can only say you are one wretched and accursed people who merit to be shunned by the rest of the world. "RS" IS Karadzic, Dodik is Karadzic, Tadic is Karadzic, each and every single one of you who lifted a hand against the Bosniaks and who tries to justify the genocidal Serb anti-Bosnik crusade is exactly like Karadzic. Do you reall ythink you can humiliate and ghettoize the Bosniaks further. Republic of Srpska is not Karadzic or Milosevic, Republic of Srpska is a democratic Entity together with the Federation create today's Bosnia & Herzegovina. We don't live for the past and no one in Bosnia today is wishing for war. Bosnia is not Afghanistan nor are the Bosniaks at least the majority live a lifestyle of Islamic fanatics that are 1000 years behind like the Taliban. I suggest you do some research and educate yourself on the Balkans it will be better time spent then Blabbing on and making yourself look like an idiot on the forum.

But you can't. When I say something you don't like you only spew invective. Too bad from here I could not see you hit the ceiling Alain when I called Karadzic a surrealistic rat. Or when I said that Bosniaks will give back to the Serbs a little of their own medicine. If that enrages you then you implicitly ADMIT that the Serbs tried to commit genocide against the Bosniaks. You have exposed yourself.
You serbofascists really must learn to control your emotions. They will be your undoing yet.
And for your information, I've been refuting the serbofascists and causing their rage on various web sites for a couple of years now, and none has thought of banning me yet.
And yes, I repeat it, Karadzic is, like Adolf Eichmann before him, a surrealistic rat. History does not repeat itself, and the ICTY people, flawed as their morals might be, are not complete idiots. He will not dodge justice like Slobo did. That's another thing you serbofascists must come to grips with, the world outside Serbia is not to be blamed for your grievances, and all the non-Serbs people out there are not completely stupid.

Never heard a comment so stupid as yours dan! In what today is "RS" teghre were only 40% Serbs before the genocidal anti-Bosniak crusaded. I have said that in Radovan Karadzic's argumentation one can see clerarly the convoluted way of thinking of a surrealistic rat, and all those who defend Karadzic and his misbegotten creature of an entity "RS" arew just as evil as him. What do you people think, that Bosniaks can be just disposed of because they are Muslims? Then you are no better than NAZIS. But you really should not think you are the Balkan master race. So Bosniaks don't have Bosnia for their own. Ah, but Serbs have most of the former ugoslavia for themselves? By 2018 Bonsiaks will be a majority in Bosnia, and do you think that you can fence them in and ghettoize them? No, Bosnian Serbs should better behave themselves, or the day will come when they will apply to you exactly the same tender mercies Karadzic and Mladic so generously dispensed on them. Serbs will NEVER turn the Bosniaks into the Palestinians of Europe.

neb's right, there seems to be this idea that bosnia belongs to muslims
the reality is the parts that are now full of serbs was always filled with serbs.
the reality now is a country that is made to be run by muslims, who in reality have no control of the country, and just keep asking for handouts and for sympathy, now its a pathetic country
the muslims really need a state of their own, where they can drink alcohol and not go to mosque like theyve always done
