Armenia: Armenia and EU sign a visa-facilitation agreement in Brussels.

Azerbaijan: Brussels hosts the 13th meeting of Azerbaijan-EU Cooperation Council.

U.S./Azerbaijan: The Jamestown Foundation in Washington hosts a discussion titled "Azerbaijan and Its Partners: Regional, European, Transatlantic."

World: International organization Club de Madrid hosts a conference in Little Rock, Arkansas titled "Harnessing 21st Century Solutions: A Focus on Women.


TUESDAY, December 18:

Czech Republic: First anniversary of the death of former Czech President Vaclav Havel.

EU/Georgia: Brussels hosts EU-Georgia Cooperation Council meeting. EU Enlargement Commissioner Stefan Fuele meets with Georgian Foreign Minister Maia Panjikidze in Brussels.

EU/Montenegro: Brussels hosts EU-Montenegro Accession Conference.

Ukraine/Russia: Ukrainian President Viktor Yanukovych and Russian President Vladimir Putin are expected to hold a meeting in Moscow to discuss energy issues. The visit has been reportedly postponed.

UN: International Migrants Day.

UK/Russia/Belarus: Chatham House in London hosts a discussion titled "Political Protest in Russia and Belarus."


WEDNESDAY, December 19:

Afghanistan: Afghan officials and Taliban representatives are expected to hold talks near Paris.

Azerbaijan/GUAM: Baku hosts the fifth meeting of the GUAM Parliamentary Assembly (to December 20).

EU/Georgia: The Center for European Policy Studies in Brussels hosts a discussion titled "Georgia and the EU: What priorities for the new government?"

EU/Ukraine: European Policy Center in Brussels hosts a discussion titled "EU-Ukraine relations -- Where to next?"

Russia/CSTO: Moscow hosts the Collective Security Treaty Organization (CSTO) summit with attendance of the presidents of Armenia, Belarus, Kazakhstan, Kyrgystan, Tajikistan, and Russia.

Russia/EurAsEC: Moscow hosts an Interstate Council meeting of the Eurasian Economic Cooperation (Eurasec).

World: "Time" magazine announces its Person of the Year 2012.


THURSDAY, December 20:

EU/Russia: EU foreign-policy chief Catherine Ashton participates at the EU-Russia summit working dinner in Brussels.

UN: International Human Solidarity Day.

Russia: Russian President Vladimir Putin gives an annual press conference in Moscow.


FRIDAY, December 21:

Russia/EU: EU-Russia summit opens in Brussels. Russian President Vladimir Putin is scheduled to attend the summit.
