The English Football Association has made a complaint to UEFA, European football's governing body, after Bulgarian fans shouted racially themed abuse at England's black players.
The racial abuse was shouted during Bulgaria's 3-0 loss to England in the Euro 2012 qualifying match in Sofia on September 2.
It was not immediately clear what action, if any, UEFA may take against Bulgaria as a result of the incident.
After the match, Bulgaria coach Lothar Matthaus offered an apology, calling such behavior "pitiful."
Matthaus admitted that Bulgaria had been outplayed by England in the match, which ended Bulgaria's hopes of qualifying for next year's finals in Ukraine and Poland.
Meanwhile, Germany has become the first team to qualify for the Euro 2012 finals.
Mesut Oezil scored two goals for the Germans as they earned qualification with a 6-2 rout of Austria on September 2 in the western German city of Gelsenkirchen.
The result gave the Germans their eighth win in eight qualifying matches, sealing their place at the top of Group A.
In other action, the Netherlands beat San Marino 11-0 to take another step toward qualification in Group E.
Russia beat Macedonia 1-0 in Moscow to remain on top of Group B, while France, Italy, and Portugal were all winners to move closer to qualification.
Ukraine and Poland are automatically qualified for the finals.
