Belarusian President Alyaksandr Lukashenka, who is targeted by European Union sanctions over his crackdown on dissent, attended the Euro 2012 football final.
Pictures published by Ukrainian media showed Lukashenka and his son Mykalay, 7, sitting next to Georgian leader Mikheil Saakashvili and other regional leaders at the Olympic stadium in Kyiv.
Many EU leaders boycotted the July 1 match over the jailing of former Ukrainian Prime Minister Yulia Tymoshenko.
The EU has introduced travel bans and asset freezes against Lukashenka and several of his officials after his government cracked down on the opposition last year in the aftermath of his disputed reelection as president.
Meanwhile, six members of the Ukrainian feminist group Femen held a bare-breasted protest in Kyiv against the visit by Lukashenka.
