BRUSSELS -- The prime ministers of Serbia and Kosovo are meeting in Brussels with an aim to agree on how the judiciary in northern Kosovo will function.

The meeting, hosted by EU foreign policy chief Catherine Ashton, is likely to be the last before next week's decision by EU member states on whether to open EU accession negotiations with Serbia in December or wait until January.

The agreement on the setup of the judiciary in Serb-dominated northern Kosovo is seen as a precondition for Serbia to start negotiations with Brussels before the end of the year.

Kosovo's Hasim Thaci and his Serbian counterpart, Ivica Dacic, have to determine how much say the central authorities in Pristina will have over the appointment of judges in the north and how much judicial oversight they will enjoy.
