Dmitry Tolchinsky, 30, was an officer in the Artyom Kuznetsov's division of the Tax Crimes Department of the Moscow branch of the Interior Ministry during the period in question. Along with his colleague, Droganov, he illegally seized the documents used to perpetrate the fraud scheme that Magnitsky exposed. He allegedly fabricated the documents used to arrest the lawyer while also tasked with investigating the crimes Magnitsky had uncovered.
