Duma Adopts Bill On Mandatory Language Skills For Labor Migrants

The lower house of the Russian Parliament -- the State Duma -- has adopted in the third reading a law requiring that labor migrants have knowledge of the Russian language.

Under the new law, labor migrants working in Russia's trade, social service, and maintenance sectors should know at least basic-level Russian.

In order to obtain a work permit, every labor migrant will have to pass a language test and receive a certificate proving his knowledge of Russian.

The law will come into effect on December 1.

A member of the Duma committee for education, Grigory Balykhin, told journalists that 160 test centers in Russia have been provided with licenses to test tens of thousands of Tajiks, Uzbeks, and Kyrgyz who come to Russia as labor migrants each year.
