RFE/RL (Radio Free Europe/Radio Liberty) is an independent, international news and broadcast organization to Eastern and Southeastern Europe, Russia, the Caucasus, the Middle East to include Iran and Iraq Central and Southwest Asia.
Across our broadcast region, more than 30 million people enjoy and rely on RFE/RL programming. Through broadcasts in 28 languages, RFE/RL provides news, information and responsible discussion of domestic and international issues to countries where free and independent media are not permitted or not yet fully established.
RFE/RL is a nonprofit organization funded by the U.S. Congress. Corporate headquarters are in Washington D.C., but programming originates from our Prague operational headquarters as well as from bureaus.
We are currently seeking an HR Manager – Persian & Afghan Language Services.
Reporting to the Director, Human Resources, the incumbent is an integral part of a Human Resources team providing client service support to the Persian and Afghan Language Services of RFE/RL. The incumbent provides HR leadership and counsel to line management and staff, as well as pro-active process interventions on employee relations matters to influence change that deliver solutions to potential problems and issues.
Duties:
1. Working with management and staff of the Persian and Afghan Language Services, provides a wide range of expert advice and support on workforce issues, employee relations, careers and training, change management, process improvement, staffing, recruitment and retention issues, employee recognition and reward programs, and performance management.
2. Explains and ensures compliance with RFE/RL HR policies and applicable Czech and U. S. labor legislation. Provides support to legal counsel in labor relations and employment matters.
3. Works closely with management and HR colleagues to draft and place internal and external vacancy notices for positions, to shortlist qualified applicants, to coordinate interview and testing, travel and scheduling, to brief candidates on RFE/RL, and to negotiate offers of employment. Interviews all candidates up through manager level. Completes reference checks for short-listed candidates.
4. Monitors and supports the annual performance appraisal process, and ensures that rating schedules are adhered to. Advises management on performance-based issues and assists managers in the identification and development of training for their staff.
5. Investigates grievances and complaints, and works with managers and other involved parties to seek resolution of same.
6. Acts as EEO and Affirmative Action Coordinator. Monitors workplace compliance with equal employment opportunity and harassment policies and related U.S. law and regulation. Investigates and reports on claims of harassment (sexual or otherwise) in the workplace. Promotes diversity in the workforce.
7. Reviews and recommends changes to HR policies and practices.
8. Presents seminars and training to managers on various issues in human resource management.
9. Covers for other Human Resources Managers in their absence.
10. Performs related duties as assigned.
Basic qualifications:
Education:
- Undergraduate degree in social sciences, business or related field, and a minimum of four years' broad based knowledge and experience in Human Resources, or an equivalent combination of education and experience.
Experience:
- Min 8 years of experience as an HR generalist or a similar position
Special Skills:
- Ability to support all levels of staff in assigned departments across a wide variety of diverse cultural backgrounds.
- Ability to manage priorities and conflicting demands and to deal flexibly with ambiguity and change.
- Exceptionally strong influence management, analytical, and communication skills.
- Strong computer skills, including proficiency in Microsoft Office and Internet.
- Good knowledge and understanding of human resources issues and practices, and applicable employment legislation of the U. S. and Czech Republic.
- Personal style that is proactive, sensitive, open, flexible, honest, and collaborative.
Languages:
- Superior oral and written skills in English. Fluent in Farsi and/or Dari or a related language.
