19 December 1996 -- IMF suspends $185 million standby loan to Uzbekistan because Tashkent failed to meet inflation-reduction targets

11 November 1996 -- HRW press release says Hasan Mirsaidov, son of Uzbek dissident Shakrullo Mirsaidov, is abducted, beaten, blindfolded, handcuffed, and held 12 hours before being released

22 February 1996 -- "Rossiskaya Gazeta" reports Russian embassy in Tashkent issues between 130-150 citizen certificates daily, more than 170,000 in last few years, says about 500,000 have left Uzbekistan for Russia
