The final report of the commission chaired by former U.S. Federal Reserve Chairman Paul Volcker says more than 2,000 companies worldwide took part in surcharges and kickbacks that benefited Saddam Hussein's regime. But prominent among them were Russian firms, which won the majority of oil and humanitarian contracts with Iraq during the time of sanctions.
