Moscow, 26 January 2004 (RFE/RL) -- U.S. Secretary of State Colin Powell today began talks with his Russian counterpart Igor Ivanov at the start of a day of high-level meetings in Moscow.

Powell told Ivanov that relations between the former Cold War foes now were on a "solid" foundation and should be deepened. Powell arrived in Moscow late yesterday for a two-day visit to address lingering U.S. concerns about democracy in Russia, Moscow's military presence in Georgia and Moldova, and the spread of weapons of mass destruction.

Powell is to hold separate meetings with Russian President Vladimir Putin and Defense Minister Sergei Ivanov later today. Yesterday in Tbilisi, Powell moved to assure Russia that the U.S. had no intention of seeking to establish military bases in Georgia. He attended the inauguration ceremony of President Mikheil Saakashvili.

RFE/RL has been declared an "undesirable organization" by the Russian government.
