Turkmenistan: President Makes Changes In Cabinet


Ashgabat, 23 August 1996 (RFE/RL) -- Valery Otchertsov, an ethnic Russian who is minister of economy and finance, was dismissed from these positions so he could relocate Moscow.

Turkmenistan's President Saparmurat Niyazov named Otchertsov an adviser on economic problems, a position based in the Turkmenistan Embassy in Moscow. Niyazov also issued another decree granting Otchertsov emergency powers as an envoy to the Russian Federation.

Niyazov signed several decrees making changes in the cabinet, including the one concerning Otchertsov, the former deputy chair of Turkmenistan's cabinet.

In the five years since Turkmenistan declared its sovereignty, Niyazov has made routine changes in the cabinet.
