Ukraine: Farm Privatization Project To Expand


Washington, 28 August 1996 (RFE/RL) - A pilot project for privatizing agricultural land and re-organizing farms in the southeastern Ukrainian province of Donetsk will be expanded and introduced on approximately 15 collective farms.

The International Finance Corporation (IFC), the World Bank affiliate organization dealing with the private sector, develops legal mechanisms for the transfer of land ownership and the assets of collective farms to the people who live and work on the land. The IFC's work is financed by the British Know-How Fund.

The success of the project, which began last year, is setting "an example for all of Ukraine," said Provincial Governor Sergei Vasilevich Polyakov

The Donetsk model is based on three principles -- "free choice, transparency and fairness" -- and grew from a successful experience in land reform in Nizhny Novgorod, Russia, in 1992.

The IFC is also providing technical assistance to three other Ukrainian projects -- small-scale privatization, post-privatization, and mass privatization.
