Ukraine: Parliament To Consider Law On Black Sea Fleet


Kyiv, 18 November 1996 (RFE/RL) - Ukraine's Parliament this week is scheduled to consider a draft law that deals with the presence of Russian forces in Ukraine, specifically, the Black Sea Fleet.

The draft proposes the withdrawal of all Russian forces by a specific time, and designates Sevastopol as Ukrainian naval headquarters. The draft also provides for the expulsion from Ukraine of State Duma delegations or other Russian politicians, who question Ukraine's sovereignty over Crimea.

The draft also appeals to President Leonid Kuchma to bring the claim of Sevastopol by some Russian politicians before the U.N. Security Council and the nuclear powers that guaranteed Ukraine's security when Kyiv agreed to surrender its nuclear weapons.

Parliamentary delegations from Ukraine and Russia are scheduled to meet this week to discuss the continuing dispute over the Black Sea Fleet and the status of Sevastopol.
