Minsk, 14 March 1997 (RFE/RL) - Delegates from across the former USSR are due to begin arriving in Minsk today for a weekend "Congress of the Peoples of the USSR." Communist party organizations in several former Soviet republics are organizing the gathering. Organizers tell RFE/RL the Congress will discuss restoring the Soviet Union.
