A new online video posted in Iraq claims to show the highest ranking member of Saddam Hussein's ousted regime still on the run.

The video of Izzat Ibrahim al-Douri, a former Vice President under the Ba'athist regime, is the first footage of him since 2003 and comes after Iraqi officials said he had been killed in 2005.

The authenticity and date of the clip posted on YouTube on April 7 could not be verified.

The video shows Douri lashing out against Iraq's Shi'ite-led government and calling on the Iraqi Ba'athists to reorganize.

The video's release coincides with the 65th anniversary of the 1947 founding of the Ba'ath party, which came to power in Syria in 1963 and in Iraq in 1968.
