PRAGUE -- European Union foreign policy chief Catherine Ashton has accused Bosnia's Serb entity of obstructing the peace process in that Balkan country, RFE/RL's Balkan Service reports.

Ashton's criticisms are contained in a report to UN Secretary-General Ban Ki-moon. The report, endorsed by the EU's political and security committee, was sent to New York on March 17. It says that Republika Srpska ignores rulings by international peace envoy Valentin Inzko and questions the existence of the country.

"The Serb Republic directly endangers The General Framework Agreement for Peace in Bosnia, especially when it comes to annexes dealing with the authority of High Representative," the report says.

It also says that Bosnian Serb leaders "put into question the integrity of the country, putting on the table the possibility of secession."

Following the Bosnian war, Bosnia-Herzegovina was subdivided into two entities -- Republika Srpska and the Bosnian-Croat Federation, The country has government structures at both the state and entity level.

The report also characterized the economic situation in the country as bad, with massive strikes and protests looming. It said the Bosnian-Croat Federation is on the brink of financial collapse while its leaders quarrel over government appointments.

The divided city of Mostar best reflects the situation, the report said, as Bosniaks and Croats there have still not reached agreement on a new mayor after 14 months.

I believe that Mostar finally elected a mayor, Ljubo Beslic, on December 18, 2009.

Is there a reason rfe-rl does not censor any news coming from Bosnia? Good relations between Bosnia and Serbia should trump any and ALL press "freedom".

Sometimes secrecy is best. The last thing needed is for nationalist idiots to have free access to news.

If you ask me, Balkan nationalism is a mental illness.

It's odd how Americans will always characterise nationalism as "a mental illness" while draping their houses and cars with the American flag.

USA has a Nationalist government and Americans have strong nationalist tendencies. Liberals are a minority.

One does not have to be Einstein to read the signs in Bosnia. It is the gradual and not su subtle curbing of Serbian freedoms by succession of High Representatives starting with Paddy Ashdown that is causing Republika Srpska to react and protect those freedoms.

Republika Srpska's independence is assured in the Dayton Peace plan. It's existence is assured in the country's constitution. Any attempts to usurp those freedoms by a central Bosnian government or a non-elected High Representative should be treated with the suspicion and contept they dserve.

Bosnia is an artificial state. Noone of the peoples who lives there want to live with the others. It is unfair and ridiculous pretend Kosovo to get independent and denied the same right just a few kilometers from there. The soon western powers asume the reality, the soon an aceptable solution for all the parts could be founded.

1) Current BiH is result of ethnic cleansing and genocide started first and done mostly by Serbia and the then self-proclaimed Serb Republic. The difference between Kosovo and RS is that RS is a result of ethnic cleansing and genocide while Kosovo is a result of genocide-prevention. Hence, RS has no right to independence, while Kosovo does.

It is up to you to decide if human rights matter.

2) People of Bosnia and Herzegovina have been leaving peacefully for centuries. Even before Tito and the creation of SFRJ. Bosnia is not a fake creation. It's current discriminatory structure is. Bosnians started having problems with each other when neighboring countries and big powers got involved in the XIX century. Leave Bosnia to Bosnians and protect it from Croatiana and Serbian interferrence and you will see that there won't be any problems.

Yes. That's what I've been saying all along.

This is all irrelevant because RS IS NOT and I repeat, IS NOT seeking to break away from Bosnia.

How can you be so sure? (But anyway, if they try they are finished.)
