Kyrgyz President Announces Structural Reforms

BISHKEK -- Kyrgyz President Kurmanbek Bakiev has told lawmakers that sweeping changes will be made in the division of power among government bodies, RFE/RL's Kyrgyz Service reports.

Addressing lawmakers at the opening session on September 1 of the country's parliament, the Supreme Council, Bakiev dismissed as untrue recent speculation that he planned to dissolve the legislature.

Bakiev, who was reelected for a second term in voting on July 23, said some powers currently held by the presidential administration would be transferred to the government.

He said the presidential-advisory offices and the State Secretariat will be eliminated.

Bakiev said two new entities, the Supreme Assembly and the Presidential Council, would be established in order to improve communication and cooperation between the president and the public.

Representatives of NGOs, religious organizations and social movements will be represented on the Supreme Council, while the Presidential Council will include representatives of farmers, business, and youth groups.
