Russian President Dmitry Medvedev has called for new alliances with the United States and the European Union.

Medvedev told Russian ambassadors today that his "visit to the United States showed that the cooperation in the sphere of innovation can create a positive agenda in our relations."

Medvedev campaigned on a platform of modernization, and his foreign policy has been defined by what both Russian and U.S. leaders have called a "reset" of relations.

The two countries signed of a new nuclear arms control treaty in April and last week defused talk of strained relations by exchanging 10 suspected Russian agents operating in the United States for four convicted spies serving jail terms in Russia.
