Russian Scholar Warns Of 'Secret' U.S. Climate Change Weapon

As Muscovites suffer record high temperatures this summer, a Russian political scientist has claimed the United States may be using climate-change weapons to alter the temperatures and crop yields of Russia and other Central Asian countries.

In a recent article, Andrei Areshev, deputy director of the Strategic Culture Foundation, wrote, "At the moment, climate weapons may be reaching their target capacity and may be used to provoke droughts, erase crops, and induce various anomalous phenomena in certain countries."

The article has been carried by publications throughout Russia, including "International Affairs," a journal published by the Foreign Ministry and by the state-owned news agency RIA Novosti.

In an telephone interview with RFE/RL, Areshev appeared to back off from claims he made in the article, saying that he was merely positing a theory.

"First of all, I would like to say that what I wrote in that article, even the citations, does not in any way claim to a be final truth. It is, if you will, speculation, in other words, the definition of an hypothesis," Areshev said.

Moscow is currently sweltering under record temperatures. On July 29 Moscow suffered its hottest day ever, with temperatures hitting 39 degrees.

But Russia isn't the only country suffering form a heat wave this summer. Indeed, the United States is also experiencing record temperatures. On July 24, temperatures in Washington, D.C., hit 37.7 degrees, and local weather services issued heat warnings for the first time this summer.  

Areshev agrees that it is also hot in the United States, but notes that the United States is significantly farther south than Russia, meaning that such high temperatures are not so surprising there.

The U.S. National Oceanic and Atmospheric Administration, however, announced in July that land and ocean temperatures throughout the world were the highest ever, since they began tracking global temperatures in 1880.

Conspiracy Theories

In the article, Areshev voiced suspicions about the High-Frequency Active Aural Research Program (HAARP), funded by the U.S. Defense Department and the University of Alaska.

HAARP, which has long been the target of conspiracy theorists, analyzes the ionosphere and seeks to develop technologies to improve radio communications, surveillance, and missile detection.

Areshev writes, however, that its true aim is to create new weapons of mass destruction "in order to destabilize environmental and agricultural systems in local countries."

Areshev's article also references an unmanned spacecraft X-37B, an orbital test vehicle the Pentagon launched in April 2010. The Pentagon calls X-37B a prototype for a new "space plane" that could take people and equipment to and from space stations. Areshev, however, alleges that the X-378 carries "laser weaponry" and could be a key component in the Pentagon's climate-change arsenal.

The Pentagon was not immediately reachable for comment.

Areshev also cites the U.S. government's effort to use rain and cloud coverage to block the Vietnam Army's supply routes during the Vietnam War. He insisted, however, that he was not a conspiracy theorist.

"My comments were not made in order to accuse the U.S., or any other country, of consciously influencing Russia," Areshev said. "That would be quite ridiculous."  

Asked whether or not Russia was also experimenting with climate-control methods, Areshev said since he was not a member of the government, he did not have information about such projects.

Thank you for exposing the unhelpful conspiracy theory of this "scholar "and his moronic institute.

This is just another of those Russian lies about the "plots" of scientists.
Supposedly doctors were trying to poison the Soviet leaders. Supposedly AIDS was made by Pentagon scientists.

In the old days ignorant people like Areshev spread lies about the "plots" of Jews poisoning wells.

Climate scientists can help people, but Areshev can't do anything except fan suspicions that will delay cooperation and solutions to global warming.

A few months ago, the Kremlin-financed Russia Today TV was putting on googy Westerners such as Lord Monckton who claimed global warming was a "hoax" perpetrated by Western scientists to provide a justification for more government power.

Some conspiracists think Western scientists made up global warming that doesn't exist and some think the scientists are making the global warming happen.

Global warming is happening because we burn fossil fuels that release CO2, which traps heat and warms the earth.

I think Russian scientist such as Sergei Kirpotin are also studying global warming. I would like to hear from these kinds of Russians who can solve problems instead of making trouble.

Haha.. I guess that you your self not have studied greenhous gases and so on. Or heard of what media is calling KLIMATEGATE ( I have the documents and email) Yes the climate is fluxing and it is getting warmer in some places, and colder in others. 97-98 % of all grenhous gases is water vapor and onley some 0.3-0.5 % is carbon dioxide! How do you explain the midevil warmperiod when Vikings lived att Greenland and liked it there so mush that they gave it the name (GREENLAND)? During this period it was grown grape/grapevines in England! But not a single SUV or other carbon dioxide emissions from any industri IPCC does lie's that is a fact and proven.. Studie KLIMATEGATE! IPCC do not even think that the sun is effecting our climate?? WTF? During all my years in school they teatched about the midevil warmperiod, but IPCC's prominent work about the climats history does not even show the midevil warmperiod in their graph's.. As if it does not exist at all.. All the proof that it was a midevil warmperid for several 100 years about 800 years ago is out there and in school books. But not in the minds of carbon dioxide fear mongers. I guess it kinda fu.... up's the logic and the math for them obout it all. But if you want to pay even more taxes to a world bank, and those who make money of carbtrading (see Al Gore/ lier) be my guest, listen to others before studying thing for you self!!

Althought Russians and Americans learning from each other, there is a difference.

USA pay a "company man" with laggage of standard labels, for instance:
"conspiracy theory" - facts, logical profs and cover-ups (also a "standard") in many cases, that should be taken on merits, but Americans are forced to wear such a label...

Russians learn to use it too, usually on their own victims: "Who needs you... Why so important Russian Cheafs would do anything to you, who do you think you are? ..."
In international affairs Russians usually go on fishing expeditions, like "HARP", which might or might not add anything to global warming revange of God and Nature on plagiaristic "hideous Human Gusnak"...
They also use organized havok, as last time during USA-Russia hokey game, "accidently"-like pushing washer to USA gates with all parts of their bodies...

My objection to Anonimous is that he bringing USA "standard" to mock-off millions of people they victimize, specially to plagiarize and to punish complainers, to avaluate Russian "nature", while creating precident to make it International "standard" to label and mock-off victims of Eastern and Western tirannies...

This destructive conspiracy theory reminds me of the KGB's AIDS propaganda and should be continuously countered.

The KGB's AIDS propaganda was still being repeated by President Obama’s minister Rev. Wright, even though KGB chief Primakov admitted in Izvestia in 1992 that the KGB made up those stories about the plots of crafty US scientists.

As Izvestiya (3-19-92) famously reported:

[KGB chief Yevgeni Primakov] mentioned the well known articles printed a few years ago in our central newspapers about AIDS supposedly originating from secret Pentagon laboratories. According to Yevgeni Primakov, the articles exposing US scientists' 'crafty' plots were fabricated in KGB offices.

I wonder if Russian conspiracy theories about global warming are being financed by Gazprom. The fossil fuel companies finance "scientific" institutes and think tanks in the US. Maybe Gazprom is also trying to destroy the scientists who research global warming.

I wonder if our domestic global warming denialists and 9-11 Truthers will also change their line and start claiming that global warming is happening but American scientists did it with their “climate weapons.”

Perhaps Senator Inhofe and Virginia's lunatic Attorney General Cuccinelli will even claim that Michael Mann is making "climate weapons" with his grant money.

Cuccinelli got 55,000 dollars from a mysterious bogus "charity" based in Florida. Maybe that is why he is persecuting the climate scientist Michael Mann.

yes - for those who choose to be informed, the internet has a wealth of well documented evidence regarding ionospheric heaters such as HAARP being used to trigger natural disasters (hurricanes, earthquakes, ice storms) as well as electrical, communication and radar disruptions - and more - not to mention there is significant scientific backing for these theories, if you investigate - here is a basic overview:

If this article is an example, then "well documented" just means lots of references to one enormous paranoid assumption that doesn't really make any sense. Statements 40 years ago that the military hopes to someday control the weather somehow means they do? Seriously? And how does it make sense then that the U.S. military would use this God-like power you imagine they have to INFLICT MASSIVE DAMAGE ON THE UNITED STATES? If the military could control the weather, why wouldn't they attempt to make hurricanes less powerful, not more? Really, what benefit does any of this alleged weather manipulation have for the US?

HAARP a weather weapon? NO way. The US still doesn't have a replacement for the soon to be retired Space Shuttle so how is it that they are making weather weapons but have to ask Russia for rides to the space station.

The HAARP program is just some atmospheric study of global warming.

If you could pry yourself away from watching the weekend marathon of Family Guy long enough to do some credible research, you'd know things like...Compact Discs were invented in 1970. 1970!?!?
