KYIV -- The Ukrainian parliament is discussing a bill that would impose fines for inconsiderate behavior while using public transportation, RFE/RL's Ukrainian Service reports.
The draft law states that passengers must give up their seats to elderly people, mothers with young children, and handicapped or sick people. Failure to do so could result in a fine of between 85 and 340 hryvnia ($10-$40).
Oleksandr Ihnatenko, a department chief at Ukraine's Housing and Utilities Ministry, told RFE/RL that regulations already exist that oblige passengers on public transport to give up their seats to people in the aforementioned categories. But there is no penalty for not doing so.
Ihnatenko said the country's buses, street cars, and subways will continue to be monitored by both police and public transport officials.
