Will U.S.-Russia Summit Finally Begin 'Reset'?

U.S. President Barack Obama hopes to reinvigorate Washington's moribund relations with Moscow as he travels to Russia for his first summit meeting with Russian President Dmitri Medvedev on July 6.

But the two sides face serious divisions, and few are predicting the visit will produce anything close to a breakthrough.

Tensions have particularly mounted over Russia's military foray into Georgia, NATO expansion plans, and U.S. plans to deploy a missile-defense shield in Central Europe.

Vice President Joe Biden unveiled Washington's mantra for its new Russia policy at a security conference in Munich in February, saying "it's time to press the 'reset' button."

Best Intentions

Despite a previous meeting between the new U.S. leader and Russian President Dmitry Medvedev in April, Obama's debut summit meeting in Moscow is seen as the first major test of U.S. policy, the moment the button will -- or won't -- be pushed.

Obama is scheduled to see Medvedev on July 6 before meeting with Prime Minister Vladimir Putin, who still holds considerable power in the country and whom Obama recently accused of having "one foot" still planted firmly in the Cold War era, on July 7.

Washington has settled on arms control in its long-term strategy to draw Moscow into a new dialogue by stressing areas of mutual interest. Both sides say they want to reach a new deal by December to replace the 1991 START nuclear-arms treaty that expires this year.

U.S. Representative Robert Wexler (Democrat, Florida), who chairs the House subcommittee on foreign affairs with Europe, says a positive start on arms control could help with thornier issues.

He tells RFE/RL that whether on antimissile defense, Iranian nuclear activities, energy security, Georgia, or NATO issues, "all of these issues can hopefully be better addressed with a greater degree of trust than has been the case over the last several years."

Michael McFaul, the National Security Council's senior director for Russian and Eurasian Affairs, says Obama has no illusions about the yawning divide between Moscow and Washington.

"[Russian officials] think of the world in zero-sum terms," McFaul says. "The United States is considered an adversary...and they think that our number-one objective in the world is to make Russia weaker, to surround Russia, to do things that make us stronger and Russia weaker."

'Frank' Discussion

McFaul says Obama will demonstrate that's not the case by setting out American national interests "very explicitly" on issues such as NATO expansion.

"We're going to talk about them very frankly, as we did in April when we first met with President Medvedev, and then we're going to see if there are ways that we can have Russia cooperate on things we define as our national interests," McFaul says.

McFaul says Obama will seek to open a discussion not just with Medvedev and Putin but also with Russian society by taking part in meetings with business and civil society leaders.

Moscow says it wants better relations, too. But it's made clear the onus is on Washington to change its policies.

At the same time, the Kremlin has insisted on tough new conditions on an arms-control deal, and insists on linking a new arms deal to U.S. plans for a missile-defense system, which Washington maintains is a separate issue.

The summit will provide a report card on the progress of arms negotiations.

Sarah Mendelson of the Center for Strategic and International Studies says she doesn't expect "high grades," saying Washington's bid to repair relations with Moscow is a "gamble."

"The focus is really to try and give both the Russian government but also Russian society a platform to be able to see if there is the possibility of a new and different relationship," Mendelson says.

Preventing A Collapse?

The thorniest issue at the center of the current standoff between Moscow and Washington may be the NATO aspirations of U.S. allies Georgia and Ukraine. Moscow's invasion of Georgia last year sank relations with the West to Cold War lows.

The Kremlin continues to violate the French-brokered terms of the cease-fire by recognizing the independence of Georgia's pro-Moscow breakaway regions Abkhazia and South Ossetia, where Russia maintains thousands of troops.

The Russian military is currently conducting major exercises north of Georgia's border set to end the day Obama arrives in Moscow.

Foreign policy scholar Georgy Mirsky says such actions show Russia's leaders have no intention of improving relations.

"World outlook is different," Mirsky says. "I'm not sure if people like Putin and Medvedev and those around them really understand the workings of the American political system or really sincerely believe in the good intentions of Mr. Obama."

But Mirsky says that despite its anti-American rhetoric, Moscow does not want a real confrontation with Washington.

He says if anything, the summit may serve only to help prevent a complete collapse in relations.

Zoltan (possibly shape-shifter of Russia), I do not represent Georgia in any way.
I don't know whether I have Georgian ansestors, because in childhood I remember first the Siberian train and prison guards arround me and my mother, staffing me in the window in snow storm to kill "as race enemy of Russians of Russian and Germanika-Inferrior extraction that must rule Russian Empire".
I died from pneumonia, but Heavens took my side and I was recuperated and adopted by some family.
I stand for Justice and Truth.
Georgia, as from begining of Human History being benevelant and strait, always attacked by evil Empires of part Neanderthals, including Russia.
Defense of Georgia is like battle for Stalingrad, because Russia try to destroy it first and using unpresedented crimes of hate, like stinking with nerve gas Cheremushka and bestially murdering men, women and children, trying to brake spirit of freedom and dignity of forfathers of Caucasian race and Human Civilization.
If Georgia falls the whole CIS will fall after also, than Eastern Europe, that the rest of the World...
The hate is all yours, Russian, it is your Russia that genocidized about 100 millions for the last three centuris and last times in Afhganistan, Chechnia, Abkhazia and other places.
Do you hate Human Civilization and Caucasian race so much, Russian part-Neanderthal, that you want do even more of it?

1. “Invite Russia” steal from NATO to contribute more to Russian expansion than Ukraine or Georgia? Sure! General Boldyrev from Russian-British Mason family stole so far only few NATO uniforms and toilets in Georgian villages…

2. A “long-term energy pact with Russia”? Is it Russian total monopoly – no Gas-Terminals, no NABUKO or any alternative energy supply, but only stolen by Russians from its neighbors gas and oil? How big shear of the plunder from enslaved Europe Russian vulgar criminals would have to pay to the British perfect criminals? Is it 51% of the loot, as I once heard in USSR?

3. Is it no missile shield plan for Europe? – Is Europe be enslaved and repopulated by Russians and British? Good for ‘vivisecting” part-Neanderthals!

Checks and balances of World Powers??

Russia is not a world power. It is a poor country with some aging nuclear warheads (questionable if they are functionable) and lots of rusting tanks...

World power? With the GDP equivalent to that of Italy???

Russia is a fallen once world power just like Spain, France or Great Britain.

The EU is a club of fallen powers. Everybody who is in now once realized that alone you achieve nothing. But together we can!

Together the better!

Konstantin, surely Georgian so it is understandable that you are unable to think calmly...

Checks and balances? Great Britain did this with the continental Europe. Britain profited the most from the competition of French and Germans.
What kind of checks and balances are in your mind in Europe where everybody is in EU. When Britain, France and Germany are stand together.

Do you think that checks and balances can be functional only when somebody is outside?

The West had defeated nazi Germany in WWII. After they engaged with Germany and Germany became a strong core member of the "club" of democracies.

Also the West had defeated soviet Russia. But after we - the West - do not invited them to join us. We did not do the same as we did in case of Germany.

If we want Russia to be our friend than we need to reconcile with them and invite them to join us.
Join us in NATO, join us in EU.

To finish the unification of Europe. To make Gorbachov's dream come true about the "common house of Europeans".

In WWII half of my family was murdered by Germans. Still I do not feel any hate against Germans living now. I forgave them and stepped forward.

I propose you to do the same. Hatress leads nowhere!

Russia profited more than others,also stealing and rearming to (contrary to just human reasoning) blockade and to attack neighbors.
Even before Russia attempted expand from Hungary and Checks through Afghanistan. Later aggression against independent Georgia and war in Chechnia - Russian intentions self-evident…
USA and core of NATO saw its own expansion as security risk.
West wasn’t going create secret may-ham of Neanderthal and backward Cro-Magnon “vivisection” on Humanity, as Russia would:

When Russia invaded more usurped Soviet Army Might, more genocide in Georgia, threatening more whole Eastern Europe - they asked for more help.

2. Russia cannot be member of NATO because of checks and balances of World Powers.
If NATO holds its secrets from new Eastern European members in “NATO for Peace”, why would they give it to Russia, that waiting to make larger number of copies of it, even if Russia wouldn’t be so hungry to conquer the whole World?

3. One doesn’t have to be “enemy of Russia” to promote free market checks and balances and build “NABUKO” to prevent energy blockade of Europe by Russia.
Are you dare say it isn’t USA business that Russia is doing evil in Europe?

4.Russian legitimate interests?
Real NATO is not expanding to Russian borders. It is picked by Russians from technical term of issuing some “NATO for Peace” funds to help save nations being under Russian attack. Russia hates it, but such “interests” of Russian aggressor as "hate" are illegitimate.
It might come time for Georgia and Ukraine be in marginal NATO, not unlike agreement between Poland, Britain and France before nazi invasion.
Russian hate for “checks and balances” that prevent Russian energy blockade and conquest of Europe is not a legitimate "interest".

1. You are picking, but not so nit and truthful:
Russia "needs nukes" to threaten its neighbors and repopulate their lands and property by Russians, as they doing already in Georgia - later in whole Europe.
Ballistic and Nuclear parity created by former USSR, but usurped by Russia.
However, small "nukes" enrichment plants were given to Russian conspirators of German and Varangian extraction by Queen and the Bechtel family in 1954 - to invade CIS countries and to resurrect Russian colonial empire.

2. As for "Gazprom... ...control over Europe" - they doing it, stealing Tatarstan’s gas and Turkmen’s oil and threatening with "nukes" their neighbors, while seeking Western approval to take over Caspian oil and gas by aggression, using usurped by Russia from CIS union property and military-industrial complex.
What cuckoo-mania of pseudo-English is "North Cap to Gibraltar"?
Civilized World can do better - build gas terminals like in USA in Europe and be totally independent from aggressive Russia’s obsessions (unless direct pipelines through all Eastern Europe are used without aggressive pre-conditions from Russia and Nabuko line is built from Caucasus and Asia).
That would put end (for a wile) to cuckoo-mania of Russia and seduced by Russia British and Austro-German imperial longing...

I understand why Russian mediocrities are so bitter about Caucasian race and Human Civilization that they would call anyone "great idol", if Russians didn’t manage to plagiarize and silence him before he got published.
For instance, at age 4, I offered concept and solution of contract with the people in 1946-47 that gave hope to rebuild ruined and hungry USSR nations (that happened during an accidental tour to Kremlin for children of man killed in WW2).
I was arrested by ethnic Russian leaders and told:
“You want be Czar of Russia! You created something under your own name, instead of reporting it to ethnic Russians and be plagiarized!”
In spring of 1947 they sentenced me and my mother to death and put Stalin under house arrest…
Just opposite is true about Stalin - read at least his last speech in Potsdam - he did everything he could to save national integrity of European nations, East and West, and started transformation of USSR back to CIS (according to Constitution of 1936) but was stopped by ethnic Russians.

I don’t think Russians will invade Georgia to take over all Caspian resources – it will generate radical solutions in the West that will put Russia out of the energy game at all, unless Russian apparatchiks already control USA…
Russia might invade to genocidize Iberian-Caucasian race, as they planed again since 1953-54, where so-called Abkhazian and South Osetian “separatists” are just Russian invaders with few non-Russian looking spies from all over former USSR, including children of raped by Russian military and spies non-Russian women, trained in Russian special schools…
Civilized World will not allow Russia control all energy supply to Europe.
