The Afghan government is blaming "infiltration by foreign spy agencies" into Afghanistan's security forces for a rise in attacks by Afghan soldiers on NATO troops.
U.S. President Barack Obama and top U.S. military officials have expressed concern over a rise in insider attacks, which have cost the lives of 10 soldiers, mostly Americans, in the past two weeks.
Presidential spokesman Aimal Faizi said intelligence services, including those in neighboring countries, play a part in most insider attacks.
He did not name them.
Faizi was speaking after President Hamid Karzai met with the country's National Security Council.
In the past, Kabul has accused intelligence services in Pakistan and Iran of enabling Afghan insurgents to destabilize the country.
