OSCE Offers Help In Developing Kyrgyz Civil Society

27 March 2005 (RFE/RL) -- The Organization for Security and Cooperation in Europe (OSCE) has offered to help Kyrgyzstan develop a functioning civil society.

An OSCE spokesman said in Vienna today that a senior oficial of the organization, Alojz Peterle, has discussed possible OSCE assistance in maintaining public order, constitutional and legal issues, and in the conduct of future elections.

Peterle has held discussions in Bishkek with acting President and Prime Minister Kurmanbek Bakiev and also with acting Foreign Minister Roza Otunbaeva.

The OSCE spokesman said Peterle had stressed the need to involve civil society in strengthening security and the democratic process in Kyrgyzstan.

OSCE Secretary-General Jan Kubis, who is an expert on Central Asia, is expected in Bishkek today.
