Speaking at the United Nations today, Annan said the hard-line Hamas must set up a government that is committed to the rule of law, tolerance, and sound fiscal management.

In London, European Union foreign-policy chief Javier Solana said the EU is prepared to support the new Palestinian government if it turns its back on violence and changes its stance on Israel.

He said that once the conditions are fulfilled the EU will stand ready to continue to support the Palestinian economic development and democratic state building.
