Kyrgyz Interior Minister Murat Sutalinov says shooting appears to have been the work of a criminal group.
Akmatbaev had sought to break into national politics and emerged with the most votes in a recent parliamentary by-election.
However, his victory was not confirmed as he remained under investigation for murder.
