Kubanychbek Isabekov, who chairs the Kyrgyz parliament's Labor Migration Committee, said that economic conditions in the southern regions of Osh, Jalalabad, and Batken are such that nearly 70 percent of the workforce there have to look for jobs in Russia and Kazakhstan.

Isabekov said most Kyrgyz migrant workers in those countries are illegal and therefore have no rights. He said adopting a law on dual citizenship could help solve many of the problems Kyrgyz migrants face in Russia.
